INTRODUCTION
Procurement is a function responsible for purchase, lease or other legal means of acquisition of the right goods (equipment, material, consumables), works (construction, repairs, rehabilitation),and services(individual consultants, consulting firms, training, workshops) required to satisfy certain needs at the right time from the right supplier or service provider in the right quantities and at the right price. The Procurement Department/Section was established when it becomes mandatory that each Public Procuring entity should have a separate procurement unit. At its inception the department/section had a skeleton staff. Currently the department/section has Three (03) members of staff. The department is headed by the Procurement specialist whose main responsibility is to Coordinate Procurement and disposal activities as well as offer professional advice to the procuring entity. The department faces a number of challenges arising from the implementation of the Public Procurement and Asset disposal which requires strict adherence to the long bureaucratic procedures. However by and large, the procuring entity has met the requirements of the Public Procurement and Asset Disposal, as we move forward Procurement function will continue to become more important in the management of public affairs. Among the challenges is lack of enough staff, working tools and lack of enough funds. Strong procurement management in the public sector is a tool for achieving political economic and social goals. The enactment of public procurement act 2004 represents important steps in the evolution of Tanzania’s public procurement system. Public procurement accounts for some 70% of the Tanzanian Government entire expenditure, although the review concentrated only upon activity at central government level. The field work took place during one week in June 2006.The specific focus of the examination was to assess the progress made by the Tanzania Government in reviewing and strengthening public procurement practices and the quality of monitoring by donor organizations.
Matters to be considered in performing this examination included:-
Process-To ensure compliance with competitive tendering rules to acquire goods, works and services at the best price, taking into account of life cycle costs.
Process –to ensure adequate performance from the suppliers.
Controls in place to ensure regularity in procurement activities in particular to address the riot of fraud, misappropriation of funds and non compliance with rules..
Processes for submission and timely resolution of procurement process complaints.
The procurement process considered including contract administration, On the other hand, contract administration and contract management is threaded as synonymous,
It ends with contract award, procurement process includes, inventory control and management, storage and distribution and disposal of assets.
The steps in the public procurement process are as follows:

Determining procurement method
Procurement planning and strategy development
Procurement requisition processing
Solicitation documents preparation and publication
Pre-bid/proposal meeting and site visit
Bid/proposal submission and opening
Bid/proposal evaluation
Contract award recommendation
Contract negotiations
Contracts award/signing.
ESTABLISHMENT OF PROCUREMENT MANAGEMENT UNIT
The government of Tanzania has made efforts to improve public finance management by instituting a number of reforms directed at ensuring control over resource mobilization and control of public expenditure
Among the reforms effected was the regulation of public procurement by enacting the public procurement act No.3 of 2001(Repealed and replaced by the public procurement act No.21 of 2004. The former act established the central tender board to regulate public procurement by centralization of procurement activities, standardization of documents and establishment of uniform procedures to be used within the government procurement.
Procurement of goods under public financed projects is carried out in accordance with policies and procedures laid down in the public procurement Act No.3 of 2001 Repealed and replaced by the public procurement act No.21 of 2004 and the public procurement works, goods, non consultant services and disposal of public assets by tender under regulations 2005 government notice No 97, 2005 and the local government authorities.
Tender board establishment and proceedings regulations 2006 Procurement regulation and standard tender documents has been prepared by the public procurement Regulatory Authorities(PPRA). The tender board was established to adjudicate tenders and to regulate public procurement in the country, to maintain fairness in provision of works, goods and services, efficient provision of works, goods and services, value for money in the provided works, goods and services.
The major goals are to achieve a high quality livelihood for the people in food, security, development, strong and competitive economy, to ensure equality and empower all women, girls and youth needs for timely and accurate statistical information at all levels for development.

The department/section will also assure value for money.
